The mission of the Harris County Precinct 4 Constable's Office is to provide consistent quality in the delivery of all services available to the community. In order to excel in the delivery of these services the stated Departmental goals must be achieved.
In achieving these goals, progressive techniques and strategic planning must be exercised to maintain a pro-active posture. Utilizing professionalism and courtesy, integrated with compassion and ethical standards, we will strive to understand and meet the needs of our community.

Public Service Report
The Harris County Constable’s Office, Precinct 4 strives to provide the highest level of performance for the citizens we serve. While not all encounters will be pleasant due to the nature of law enforcement, we, as an agency recognize the need for professional performance by all of our members. As such we want to hear when our employees provide service that a citizen perceives as professional or unprofessional. We are committed to reviewing the actions of all of our employees in our effort to continually improve the level of performance of this agency.
This agency has trained its personnel to provide consistent and professional service. As a member of our community, you can assist us in ensuring that this level of service maintains that high level of expectation. We encourage your participation. We want you to give us information when you observe actions by this agency or individual department employees which you believe needs our attention. These can be both those actions which you find rewarding and those you might believe are not at an acceptable level of professional police service. You may report your observations in person, by letter, email, or on the telephone.
Personnel with the Harris County Constable’s Department work daily to exceed the expectations of not only this department but that which is placed on us by the public we serve. Many times their diligent efforts are not brought to the attention of the department and therefore go overlooked. Should you observe or have personal involvement in actions conducted by a member of this department that you feel are exceptional, we encourage you to bring this information to our attention. Again, this may be done by making a phone call, appearing in person, sending an email, mailing a letter to the department or completing the commendation form found on our department website.
When a supervisor is made aware of the commendable efforts, the information is researched, documented and presented to the employee in addition to placing the information in their personnel file for future reference. All commendations are reviewed annually and many are submitted for acknowledgement at the department awards banquet where the employee can be recognized in front of their peers and family members.
It is through this recognition and acknowledgement that the employees build their desire to advance and improve.
The Harris County Precinct Four Constable’s Office thoroughly investigates all complaints filed against department personnel. Maintaining public trust is the highest mandate of law enforcement and allegations of misconduct are taken seriously by Constable Mark Herman. It is important that members of the public are confident their complaints will be addressed quickly and impartially, with the same level of professionalism they have come to expect from the Harris County Precinct Four Constable’s Office.
If you wish to file a complaint against one of our personnel, you may do so with any departmental supervisor. The supervisor will listen to your complaint and forward it to the administrative offices where it will be assigned for investigation. If your complaint is against a peace officer, Section 614.022 of the Texas Government Code requires that in order for a complaint to be considered by the head of a state agency, a fire department or police department, the complaint must be in writing and signed by the person making the complaint. This section also requires that the officer being complained on is provided a copy of the complaint against them. Complaints alleging criminal activity on the part of the employee will be investigated by the Harris County Constable Pct. 4 Internal Affairs Division and when appropriate, may be referred to the Public Integrity Division of the Harris County District Attorney’s Office. Complaints involving procedural or policy issues are normally investigated and handled by the employee’s supervisor.
A member of this agency will be assigned to investigate your complaint. You should expect to hear from that person within a couple of days. The investigator will attempt to arrange for a convenient time and location to conduct a formal interview with you and possibly have you complete a statement regarding the incident. The employee(s) involved will be instructed not to contact you unless it is in response to a police service need.
Following the conclusion of the complaint investigation, you will be notified of the status of your complaint and the outcome of the investigation.
